Jennifer Hanks serves as CEO of MMC Government Solutions, a mission-driven firm that Empowers the Possible by advancing excellence, efficiency, and innovation across the federal enterprise. MMC has managed a portfolio exceeding $6 billion across 10 U.S. agencies and operations in 8 countries, MMC leads digital transformation initiatives at the intersection of procurement efficiency and human capital development. Leveraging its patent-pending Thermal Intelligence™ technology, MMC is charting a course to create $30 billion in value for the federal government by 2033.

A former federal contracting officer, Jennifer brings nearly two decades of experience in acquisition management and a deep understanding of the challenges faced by today’s procurement professionals. She is widely recognized for her ability to bridge policy and execution, translating workforce and operational challenges into sustainable, scalable solutions that drive measurable impact.

Beyond her role at MMC, Jennifer is a respected leader within the National Contract Management Association (NCMA). A co-founder of the NCMA Metro Maryland Chapter, launched in 2024, she helped establish a vibrant hub for industry collaboration, professional development, and mentorship empowering contracting professionals to connect, grow, and lead across government and industry.

A classically trained violist, Jennifer holds an M.S. in Management from The Catholic University of America, a Master’s Certificate in Government Contracting from The George Washington University, and a B.M. in Music from the University of Miami. She resides in Maryland with her husband, Richard, and their three daughters.

Chief Business Officer and Co-founder

Richard Hanks is a seasoned business professional with three decades of progressive leadership experience is a co-founder and Chief Business Officer for MMC Government Solutions. A serial entrepreneur in finance, real estate, and community development organizations, he has participated in nearly $2 billion in M&A transactions and $1 billion in real estate development.

At MMC, Richard leads business development and innovation. In that role he is leading the creation of the firm’s technological arm as well as the establishment of strategic partnerships in support of those efforts. It is with these partners that MMC can deliver its enterprise-level solutions at scale.

A founding member and the inaugural President of the National Contract Management Association’s Metro Maryland chapter, Mr. Hanks is a true advocate for small businesses. Since 2020, Richard has presented and spoken on behalf of new market entrants over a dozen times at national conferences and local events to anyone who was willing to listen.

Richard earned an MBA from the University of Chicago’s Booth Graduate School of Business. There he was selected as a student facilitator of the Leadership Effectiveness And Development (LEAD) program which taught leadership, communications, and management skills to first year students. Richard holds a Bachelor of Science degree in Accounting from Florida Agricultural & Mechanical University where he became a member of Alpha Phi Alpha Fraternity. Richard lives in suburban Maryland with his amazing wife and three lovely daughters.
